		<description>I&#039;m still plugging through the document, wowzers, there is a ton of stuff in there. I&#039;m not quite ready to say structured chaos, but I would say for sure, it would not be fun to be a Bishop and have to sort this out in the short term.</description>

But what I want to throw out to you is a phrase used in step 4 of the recommendations...&quot;structured flexibility&quot;.
